I have this problem now but for different reasons - I knocked the baffler out to see what it sounded like (I didn't like it). Yes the two rivets are those that hold the baff in only and what I did was to just put a small,folded up piece of tinfoil into the space between the baff and the outer shell. In fact, so tightly did this hold the baff that I didnt even need to put the rivits back in (although I will this week sometime). That should do it, if you can find something more heat resistant than foil, push it into the space and see how it sounds - maybe a thin piece of aluminum or metal, etc.
For the record, my Jardine never made the rattling sound until I drilled out the baffle.
